Why this seminar?
The National Electrical Safety Code (NESC) is the consensus standard for electrical safety in the design, construction, operation and maintenance of electric facilities for most electric utilities and cooperatives in the United States. The NESC is generally adopted by statute by most state utility commissions, and many times it becomes the standard of care by which utility construction and operations are judged during litigation against utilities.
This seminar is designed to explore the history and development of the NESC, the process by which the NESC is codified and amended, and how the NESC is applied to overhead and underground lines and equipment, substations and utility employer/employee work rules. The seminar covers all rules pertaining to electric utility construction and operation, including the most current rule changes found in the 1997 NESC.
Course Schedule and Refreshments
The basic seminar covers two and one-half days and part of the last afternoon. Attendees are invited to stay the remainder of the third day for an optional discussion session.
Coffee and pastry will be provided each class day a half hour before course time. Coffee will be available throughout the day. Refreshments will also be served on the afternoons of the first and second days.

Robert E. Witter, P.E., is President of SGS Witter, Inc., Consulting Electrical Engineers, Albuquerque, New Mexico. Mr. Witter received a BSEE in 1971 and an MSEE in 1972 from New Mexico State University. Upon graduation, he was employed by Plains Electric Generation & Transmission Cooperative, Inc. in Albuquerque, New Mexico as an Engineering Assistant and, subsequently, as Operations and Construction Engineer. In 1973, he was appointed Manager of Engineering Services at Continental Divide Electric Cooperative in Grants, New Mexico. There he was in charge of the entire distribution system, engineering department, metering, power contract negotiation, and system planning and design. He was later employed by A. D. Loftin & Associates, Inc. in Albuquerque, New Mexico, as a consulting engineer.
In 1975, Mr. Witter began his practice as a forensic electrical engineer, working with various insurance companies and law firms as a consultant and expert witness in electrically related accidents. In January 1995 the firm he founded, Robert Witter & Associates, Inc. merged with the engineering firm of SGS Associates, Inc. of Lubbock, Texas, thereby creating SGS Witter, Inc. Currently, the firm is providing consulting engineering services for rural electric cooperatives and utility authorities in the southwest area.
Mr. Witter has served as a consultant and expert witness in numerous cases involving investor-owned utilities, rural electric cooperatives and electrical products. Mr. Witter is a registered professional engineer in the states of New Mexico, Texas, Colorado, Arizona, and California. He is a member of the National Society of Professional Engineers, a senior member of the Institute of Electrical and Electronic Engineers, a charter member, fellow, and Past-President of the National Academy of Forensic Engineers, a fellow of the American Academy of Forensic Sciences, former Albuquerque Chapter - NMSPE President, former New Mexico Governor to the Board of Governors of the NSPE/Professional Engineers in Private Practice, 1995-96 President of NMSPE and a former State Director of NMSPE. He was named as the "1987 Engineer of the Year" by the New Mexico Society of Professional Engineers, and was named in 1988 as one of the 100 Outstanding Alumni of the College of Engineering at New Mexico State University. Mr. Witter is a certified arbitrator and a member of the Commercial Panel of Arbitrators of the American Arbitration Association. He is also a Certified Advanced Firefighter and a licensed Emergency Medical Technician (EMT-Intermediate) in the La Cueva, New Mexico Volunteer Fire Department.

Course Location: New Mexico State University is located near the intersection of Interstate Highways 10 and 25. The campus is easily accessible from the El Paso International Airport via shuttle or rental car. Quality accommodations and dining are available near campus.
